I'm level 46, and for the last two days now, completed bounties aren't being counted for activity rewards. only a question right now, because I'm curious to know if it takes a certain star level to count for chars above lvl 45

Dear Lyathali, what bounty quests have you completed and not been counted? The star level of the quests doesn't matter that way. If you are still having this problem, please take multiple screenshots of the reward lobby: 1. before completing a specific quest 2. after completing the quest. For better understanding the problem you're having. Waiting for your reply.
it seems to be blue star quests started through the bounty menu. 5 stars started using the bounty charm item are counting. if still needed, I can take the screen shots when I get back on after sleeping
Dear Lyathali, it turns out that if you want to get the activity reward of the "Bounty", you only have to click "refresh" 3 times on the lower-right corner in the bounty panel. Here is the button:
